Crown Reduction is the reduction of the overall size of the crown by removing the ends of the branches evenly throughout the crown by a specified amount to leave a balanced and maintained shape true to the species. Unless it is stated otherwise, it would be a complete reduction of the crown, not just a reduction in height with no regard to side branches. 

Historically the measuements have been specified as a percentage  of crown( %), but under the new BS 3998 rev2010, which came into force in January 2011, Crown reduction is now specified as a measurement of how much crown is being removed in metres ( m). Ie, Reduce overall size of the crown by 2m, NOT Reduce overall size of the crown by 20%, as these specification are now seen as being to vague and certainly where planning consent is required, any applications not complying to the new standard are quite likely to be refused.
